Don't worry, your case submitted before the cap reaches and you used premium.
The premium promised time is 15 days and you sent on Feb 12 (received date should be 2-13 if you use Fedex next day service). You should get answered by 2-28 (if next day courier service) or early March if you used regular postal mail.
