change job before I-140 approv

I have an important question regarding the Green Card issue ---
In the old way, I-485 can only be submitted after I-140 is approved, and the applicant can only change job 6 months later after I-485 is submitted. But in the new way, I-140 and I-485 can be submitted concurrently. Under this new circumstances, can the applicant change the job six months after I-485 is submitted, even before I-140 is approved?
