Candidates for NIW Recommendation letter help please

I asked my boss to help me find some of his friend in government like seceretary or congressman to write recommendation letter, he rejected me, he only agree to write for me by himself.

Can I write letter to ask those peoples directly, because they ever visited our research office before, and my boss is working for them currently. He left university for one year and work for federal goverment now. he can see them as colleague everyday in D.C. What are your suggestions? I am worrying he will be mad at me due to this I ask them directly because he already rejected me to do so. BTW, He is using these peoples to apply for big project fund.
