1,I-824 is faster
2,I don't think he can get a B2 visa,he can't hide the
relationship with you to get the visa,otherwise may cause he lose the qualification to adjust status in USA due to fraud,but if he reoprt the relationship with
you,B2 application probably will be denied since he has immigrant intent.
