USCIS mailing address?

Hi buddies:

Does anyone know thw USCIS mailing address? I have this as follows, not sure correct or not, please verify:

Department of Homeland Security
U.S. Citizenship and Immigration Services
Washington, DC 90258

Actually, I am going to sue FBI and USCIS as my I-485 has been pending with FBI nearly 2 years with 3 FPs. I have 1 more question, do I need to add the Secretary of the Department of Homeland Security as one of the defendants? Thank you, and any comments will be highly appreciated.
