给FBI records management division 写信得到回音说"no records responsive to your FOIPA requestwere located by" a "main file search". 这是什么意思？ 是不是意味着name check done 或者case delay not because FBI but in USCIS?

The letter suggest "may file an adminstrative appeal to Office of Information and Pravicy U. S. Dept. of Justice".

Is this only a typical business letter?
