1: Is that mean, even if USCIS finish processing the I-485 they will still hold the result untill the PD current?
--yes, NC clear, 485 still will wait PD

2: Can PD transfer between categories? I mean between EB and other category.
--you can transfer PD in different kind of EB, but I am not sure if you can transfer between family based and EB based
