visa for visiting parents

Hi, I read from the web page of US Embassy-Beijing that
if the B-2 visa has been expired for less than twelve
months, then it can be re-applied at the CITIC bank (no
need to go to the Embassy in person). I wonder what date
is the expiration date of a visa. On my mom's I-94 card,
it has a stamp saying "B-2 visa valid until 05/15/03",
but the actual visa she got from the Embassy says it
will expire on 02/16/03. Can any experts here tell me
which date is the expiration date in my mom's case? And
is she qualified to apply at CITIC bank? Thank a lot in
advance!!
