怎么和公司谈待遇比较合适？

一个小公司希望我尽快去工作并愿意支持我的绿卡申请（Eb1b），但就是不和我谈工资。在面试时问过待遇，答曰包括salary, reimbursement of relocation. 最近借口办绿卡要offer letter，公司答应给offer letter但还是不谈工资。请问大家这是怎么回事？我怎么和公司谈待遇比较合适？
