谢谢。怎么以exceptional hardship to a us citizen名义申请豁免？

大女儿在大陆出生。二女儿在美国出生，已经4岁半，有语言延迟，在IEP(individual education program)一年了。老婆又怀孕了，可不可以用这一条 “a claim of exceptional hardship to a U.S. citizen or permanent resident spouse or child if you are required to return to your country of residence”申请J-1豁免呢？特别是女儿有语言障碍，回大陆属于超生不能接受好的语言矫正呢？
