Change I-140 to Premium Processing (xiaobaitu and others, please

I have filed EB1b I-140, but didn't use premium processing. As the processing time seems very slow, can I change it to premium processing:
(1) Must the hired lawyer do it?
(2) Can I mail I-907 and $1000 check and copy of I-140 receipt to USCIS?
