Co- Ask: I have the similar H-1 Visa question

My hometown is Dalian, so I got my F-1 in Shen Yang serval years ago. I want to visit parents this March, via Beijing and will stay in Beijing for 3-4 days with bf. Can I get my H-1 Visa at Beijing or I have to go to Shen Yang. Some people sent me a link at , my understanding is I belong to the "Physical Presence", but not sure if it is true. Anyone with similar experience would share? Thanks.
