question about OPT. THanks!!!!

Graduating: in June, 2004 in school A with Master degree
Choice: job or school
Prefer: continue PhD at the other school B
Concern: if drop out during PhD study at school B without obtaining any degree, can I apply OPT with school A's Master degree? (since I heard that OPT application expires after one month after graduation).
