I think one has little to lose from filing the lawsuit, even the court may reject the case right away on ground that the hardship has not been severe enough.

Also it is the government's promise to complete I485 case processing within 180 days, provided NC is clear. The 16 months tally is nothing official. In fact, it is much shorter now than 6 months. It is common to see people from Europe (other than Russia) obtain a decision in a couple of months.
