urgent questions

I just transfered from A university to B university as a posdoc. My situation belongs to H-1B transfer. I just received the receipt of "Notice of Action". I am still waiting for the approval of my APPLICATION. Can I invite my parents to come here now when my status is still pending? If I can, how?
