According to H1B 名额用完后的影响 and the number of application for H1B this year, if INS moves all the application between 03/04-09/04 to the new period which starts in 10/04, it is highly likely that the quota for 10/04-10/05 will be used up even before 10/04, date of new cycle. Am I guessing right?
