Premium Processing for I-140

本人的I-140不幸到了NSC，等待中。考虑到换工作，而140不批还不能CARRY ON优先
日期，可这缘由又不能和公司律师明说。不得以，想自己办PREMIUM。请这里的明白
人指导一下，问能不能自己填一张表，交张支票，把这个CASE UPGRADE TO PREMIUM。
