No. You can not. If the GC holder has already got I-485 approval, then the case will be a new case, and the other person will have to wait for 4-5 years for the VISA number. He/she is not allowed to wait in US. But if the GC holder can apply US citizenship, then he/she can sponse the spouse right away.

If the non-GC holder has means to stay in US, such as F-1, H-1 etc, it will not be a problem.
