Suppose your hu*****and's OPT expired on 8/31, why not find a school to keep F1 before that day?
I think you can wait for couple of weeks for H1-B. As I know, there are 2 months grace period after OPT. You may (may not) adjust your status during this period.
For F1 reinstatement, what's the deadline? (5 months?)
I think you'd better check the new F-1 rules at first.
You may consult a lawyer or ISO and then make decision
