University can file NIW for you too, but doesn't need to go LC first.

From the infomation you provided, it seems that univerity may apply for GC for you through two ways: one is perm and the other is through NIW. If they go PERM-EB2-140, it will equicvalent to NIW-EB2-140. If they go through PERM-EB3, it will be much slower than NIW.
