Contemplating a WOM, some questions, please answer, TIA!

Hi everyone,

I am new here. My name check has been stuck around 8 month, confirmed
by inquiries with Texas Service Center, Infopass, congressman's office.
My questions are the following:

1. Can I file a WOM when it is being stuck less than one year? (I am
thinking to do it next March). Are there any prior cases that were
filed under 1 year mark and won?

2. Any good experienced lawyer(s) that you would recommend in NYC area?
