LC批准后,没有140递交时间限制, PD on 140 is the

same as the filing date on ur LC. however, if u file 140 late, it will likely get approved late. Then it will also delay your I-485 since most cases are processed based on the time which applications are filed.

If there is no specific reason why ur lawyer delay of filing ur I-140, but simply because he is busy, violation of the ethical code is possible.
