Most NC s/b back 48-72 hrs

I went to FBI offical website: http://www.fbi.gov/page2/nationalnamecheck.htm

It says that most of the cases would be returned as "No record" within 48-72 hrs. Are we all in those minority -- years to hear from CIS?
