请教K3签证

I have a friend just got his US citizenship a week ago. He wants to be united with his wife who is in China now. They got married in USA 2 years ago and his wife left USA before he got neutralized. His wife is not a GC holder.Is his wife eligible for K3 in this case?IF so, usuallly how long can his wife get the visa starting with I-130 application. Does my friend need to file I-129F?
