WOM=Writ of Mandamus. A court order issued by ferderal district court to force federal agencies to do what they are supporsed to do. But you need to file a complaint first and pay $350 (in most areas) to district court. If the judge takes your complaint, they will provide you a summon. you need to serve all the defendants a copy of summon issued by the court.

You can do it by yourself if you do not want to hire a lawyer for whatever reasons.
