I am in PA also and I had the same situation. After I got the H1B extension receipt, the officer in OIS wrote a letter for work permission for me. I asked our department to write a new job offer letter. The officer is Penndot only made the copy for these two letters and even didn't copy for the extension receipt. I was issued a new driver license. The expiration date is followed the job offer letter.
