Some questions for Xiao Baitu and all

1.waht is age limit for a GC holder and US citizen to apply for GC for their children in China? I remember there are 14, 18 or 21 and married or unmarried or something. I am confused.
2.EB1b-140 approved and FP done long time ago, now 485 transferred to local office, it means NC cleared?
3.the child is younger than 14 when he got GC, but he still need to do his FP when he is elder than 14?
