the point is: your employer should be able to convince HRDC that your employer has tried all possible means to hire canadians but failed, so your employer has to hire a foreigner./you.

The logic behind this is: 1. the employer has tried to hire canadians. how to prove that the employer has tried? maye show HRDC the job ads etc., 2. you have something others do not have or you want to do someone else do not want to do../this is your qualification /experiences..
If your employer really want you, they will make their efforts to make it happen
