can they stay in Tokyo ?

hi, my friend has a question. he is currently working in Tokyo. his father and sister are in America now and will go back to china through Tokyo this friday. he wants to know if his father and sister are able to stay in Tokyo for several days. his father and sister do not have Japanese visa yet and time is not allowed to have it now. thank you very much for your response!
