Xiao Baitu and others, Please help me for my Dad's green card, T

My dad will come to U.S. next March. I am U.S. citizen. Can I apply a green card for my Dad right away? I heard that I should wait for three months because my dad has B1 visa. Please give me some advice. Thanks a lot!
