Either your colleague's actual salary exceeded the prevailing wage at the time of adjudication while yours did not, or his/her LC had been adjudicated before March 15, 2005.
Since March 15, 2005, the law has changed. A) The prevailing wage is based on the latest statistics available. B) 5% margin is no longer accepted.
