请教：INS response (new style). Thanks a lot for any input

Filed petition Sept 2005, I 140 approved Apr 2006. I 485 RFE ted Apr 2006. Moved from CT to CA. The normally seen response from INS lasts for more than half a year until this new message. Does it really mean that my case is in process even though the PD is not current yet. Or it is a new style of the bureaucratic email response?
