Looking for advice! If I can file I-485 by myself?

In my I-140 approval notice " the NVC processes all approved immigrant visa petitions that require consilar action. The NVC also determines which consular post is the appropriate consulate to complete visa processing. it will then forward the approved petition to that consulate."

I have no idea for what they ask me to do, I am wondering if I still can file my I-485 by myself. Any advice?
