social security tax and medicare tax

我是05年11月用J1 签证来美国的，做博士后研究的。今天我们单位人事部的人说我的工资要从07年1月扣social security tax and medicare tax. 他们说是J1 签证前2年可以免上面2个税。

请问：

1：J1 签证要交social security tax and medicare tax. 这什么时候交呢？是第3年交吗？
2：我的是05年11月到美国的，到今年的年底还没有2年，为什么就要交这2种税呢？
