H-1 transfer fee, any idea dealing with this? Thanks a lot

A few weeks ago I accpeted an job offer from a comapny, and they srated transfering my H-1. After two weeks I send out my documents I found they still were not ready to it, so I changed my mind and took the offer from another company. Today the attorney hired by the first company sent me a letter asking me to pay them $1,700 for preparing fee (still not ted yet). Dear friend, do you have any idea how to deal with this?
