'生效前不能做transfer' is gray area. My friend did the transfer this year in August. His lawyer told him it could be very risky but he did it anyway. He did have all the pay stubs from the previous employer.

So you do need to show the pay stubs in any case otherwise it is almost sure your case will be rejected.
