beneficiary和petitioner不是一个人？

Filing fee的INSTRUCTION 写着：
The petitioner, attorney or beneficiary may pay the $1,000 fee but the beneficiary cannot sign the Form I-907.

这是不是就暗示了beneficiary和petitioner不是一个人
