As a citizen, you can apply for a GC for your brother, but you can only I-130, and after I-130 is approved, your brother still needs the visa bulletin to be current to I-485. Since AP and EAD are associated with 485, he can't have them now. This category requires more than 11 years. During the waiting period, it is a big problem to travel abroad ,unless he has a H or L visa.
