Urgent question about Visa Type (I am H1b, my wife is working in

My wife is working in Canada, I am on H1b visa. She wants to visit me for
Christmas, what type of VISA should she apply?

-- H4? or Can she apply B2?

Also, she is in Edmonton, is she allowed to apply in Vancouver?
