If she only rely on EAD without H-1b, it is not ok for her without EAD. But I know renewal of EAD one month may be ok. For example, I know one person get recipt on September 29, he got EAD yesterday from TSC.
As for as the second question, I am not sure whether she can do it right now. Two years ago, I went to local office to try to get my intruim EAD, but I was refused.
