The CBP agent will take the card. However as a GC holder, your mother will be given a chance to argue at immigration court. Unless certain Humanitarian consideration, it is hard to get back GC. If it is due to certain health concern that prevents your mother from returning to the US. She can try to get a return resident visa from US Guangzhou consulate in advance.
