It all depends on your arguments in the MOR.

I-140 is processed by Service Centers that may grant a MOR faster than the local offices if you made a strong argument with adequate additional supporting documents.

The fast MOR, I know of, was granted in less a month. (8/29/06 received by VSC, case reopened on 9/21/06).

You may still have a chance with MOR.
