Can H4 visa holder work?

This might be a very stupid question. Today I saw from a website that an H4 holder cannot work in the US. But I remember somebody told me that H4 holder can work, which is a benefit being in H4 rather than H1. Can somebody verify which one is correct? thanks a lot!
