Brothers and sisters, translator help!!!

Two weeks ago, a white lady caught me to translate her
marriage certificate for her, who married a Chiese man
when she taught English in Xian, China. I thought it would
be a piece of cake.
But she asked me to translate it word by word.

Their marriage certificate was issued by
"Min2 Zheng4 Bu4".

Brothers and sisters, who know how to translate this department
name into English?
