加拿大移民FBI report的信能不能拆开?

今天刚收到FBI寄来的fingerpring的结果.请问这个report和其它材料在寄给加拿大领事馆时,是可以拆开,还是不能拆开呢?

因为已经过了三个月的期限,准备明早就去邮局寄出,望知道的朋友说一下.万分感谢!
