Is it possible to have name check twice? help pleas!

I got name check for 14 months when I was apply my H-1 visa extent. It was just cleared on March 2005.
Now I received response notice from TSC. My I-485 got name check again. It has been pending in TSC for 10 month so far!
Do you guys think I can complain with TSC or FBI? Please give me some advice! Thanks!
