I think nobody can answer that how likely you may get the Visa back to US in Canada. But it is generally agreed that it is still more likely than applying in China. The biggest risk is that, unlike before, now you cannot come back to US from Canada once your visa application is rejected. Do not understand your last statement.Why the risk of getting Visa has anything to do with the h-1b quota? They are irrelevant.
