After out of status for 5 months, he can not do F1 reinstatement within the US. He needs to leave and come back on F1 visa to restore F1 status. He is not subject to the bar, nor 222(g). However the risk of securing F1 visa is high, he needs to have a good reason for the period that he is out of status.
