DOS Cutoff date is relatively a fair way to balance BEC and PERM

for EB2, since its cutoff date proceeds to critical 2005, this years quota might be used up quickly if it moves forward quickly. so I don't think there would be any quick move pattern in next half year.

For EB3,since its cutoff date still hangs around 2002, I do believe its cutoff date should follow last year's moving pattern, if not quicker.

Again, no one can predict acurate cutoff dates. Let's see
