Saipan only gives entry permits to visitors and almost anyone can get it at the port of entry. So it is not equivalent to US visa. The same applies to other US commonwealth islands.
You should have been given a US visa Only if you have entered US from the 50 states, Puerto Rico or US Virgin Islands.
